GENERAL POSITION SUMMARY: The Grounds Manager, is a lead worker involved in leading, supervising, and performing grounds and basic maintenance around the Parks and Recreational facilities, parks, recreational buildings and athletic fields (turf and grass). This position is responsible for carrying out the work assignments in accordance with instructions, policies and accepted practices in order to ensure that the all parks, and athletic fields are maintained in a healthy, safe and sanitary manner. ESSENTIAL JOB FUNCTIONS: - Assists in preparation of the Park Operations budget for all areas including personnel, supplies, services and capital improvements.
- Directs or conducts the preparation of cost estimates and timetables on maintenance and new construction projects; prepares specifications, authorizes requisition of materials and supplies needed for project completion.
- Supervise maintenance of landscape, parks, and athletic field construction projects.
- Facilitates the preparation and management of contractual agreements between the city and vendor agencies.
- Assigns crews to work projects; transfers workers from one project to another as workload changes, coordinates the use of available equipment, checks each project for conformance to work plans and makes changes when necessary.
- Implements innovative beautification projects and activities for citizens.
- Conducts inspections of parks and athletic fields and facilities to ensure safety and proper conditions are feasible for public use.
- Inspects assigned projects for progress and conformance to work plans.
- Inspects and analyzes reported problems to determine extent of maintenance needs
- Keeps records of labor and materials.
- Prepares detailed records and reports in a timely manner.
- Inspect, repair and coordinate repairs for all playground equipment, bathroom fixtures, outdoor park equipment, park buildings, common grounds, and other areas on park property as needed.
- Assist in moving supplies, materials and equipment to all work areas.
- Clean any and all park facilities, including restrooms, buildings, equipment and athletic areas within City Parks.
- Operate equipment and tools as required in all assigned duties and functions.
- Participate in the proper application of chemicals such as pesticides, fertilizers and other hazardous chemicals as directed by certified personnel.
- Perform minor maintenance on equipment such as oil changes, filters, blades, hydraulic fluids, part replacement, etc.
- Adhere to any additional guidance that is provided through Federal, State, and local laws, guidelines, codes, and ordinances, EPA, ADA, and OSHA regulations, training classes and Departmental and City policies and procedures.
- Promote, organize and maintain an inclusive work environment
- Create annual calendars, communication plans and marketing strategies for the department.
- Analyzes community needs, develops action plans to meet the City priorities while using staff, outside agencies and organizations to define and resolve service issues.
- Develops, implements and effectively administers and manages operational budgets to include financial report, revenue generation, operational, cost and cost recovery requirements.
- Manage all purchases within the department that include: Performing cost analysis, obtaining quotes, evaluating expenses, developing budgets, establishing capital projects and submitting agenda items for board approval.
- Adhere to and assist in formulation, updating and enforcement of policies, guidelines, evaluations, goals, and objectives for the department.
- Manage employee schedules, time and attendance and process time sheets within the department
- Recruit, supervise, train, evaluate and lead staff within the department or as needed
- Actively participate in community organizations to foster a positive city image while maintaining a level of customer service standards by investigating and resolving customer complaints.
- Identify maintenance concerns, submit work orders, and report monthly on specific maintenance needs
